國立彰化師範大學 教育學院 高齡健康促進與照護管理原住民專班 (學士班)

 

                依據聯合國 (United Nations) 與世界衛生組織 (World Health Organization, WHO) 定義,65歲以上人口占總人口數達到14% 稱為高齡社會、達到20% 則稱為超高齡社會。根據國家發展委員會資料顯示,我國已於2018年轉為高齡社會,並預估將於2025年邁入超高齡社會。因此,如何提供有效率的高齡者健康促進與照護服務已成為我國重要社會議題之一。其中,依據原住民族基本法第24條第1項:「政府應依原住民族特性,策訂原住民族公共衛生及醫療政策,將原住民族地區納入全國醫療網,辦理原住民族健康照顧,建立完善之長期照護、緊急救護及後送體系,保障原住民健康及生命安全。」但鑑於原鄉多處位於偏遠地區,照顧服務員留任比率低,由此可知,培訓原住民族高齡健照護人才不僅有機會促使原民生歸鄉服務,亦可解決原住民族長期照顧供需不均等問題。緣此,本校自112學年度起,增設高齡健康促進與照護管理原住民專班。本校高齡健康促進與照護管理原住民專班課程分為三項重點領域,分別為:專業必修、專業選修與原住民族文化暨語言領域,簡述如下。

一、專業必修:高齡健康促進模組、照顧服務模組、管理模組、其他相關。

二、專業選修:經營管理模組、臨終關懷模組、健康促進模組、居家督導模組。

三、原住民族文化暨語言模組。

United Nations (UN) and the World Health Organization (WHO) defined an aged society as a society in which more than 14% of the population is 65 years or older and a super-aged society as a society in which more than 20% of the population is 65 years or older. According to the National Development Council, Taiwan became an aged society in 2018 and is expected to move to a super-aged society in 2025. As a result, providing effective health promotion and care services is regarded as one of the most important social issues.  Article 24, item 1 of the Indigenous Peoples Basic Law indicates that “the government shall formulate public health and medical policies for indigenous peoples in accordance with the characteristics of indigenous peoples, incorporate indigenous peoples’ regions into the national medical network, implement indigenous peoples’ health care, establish comprehensive and long-term health care, emergency care and evacuation system, and protect indigenous peoples’ health and physical safety." However, given that many indigenous townships are located in remote areas, the retention rate of care attendants is low. It can be seen that providing elderly care training for younger indigenous people would allow them to return to their hometowns and solve the problem of uneven supply and demand of long-term care services for indigenous communities.  For the above reason, the Bachelor's Degree Program for Indigenous People in Seniors Health Promotion and Care Management was founded in the 2023-2024 academic year. The program has three focuses: required courses, elective courses, and indigenous cultural-related courses, described as follows.

  1. Required courses: elderly health promotion module, long-term care service module, management module, and other related subjects.
  2. Electives courses: business management module, hospice care module, health promotion module, and home-and-community-based service supervision module.
  3. Indigenous cultures and languages.
